The hydroshield appears to be working as designed. I've had it in some heavy rains for the past couple weeks and the filter is bone dry. I added a K&N FIPK air intake and have had to clean and re-oil several times since purchasing the vehicle in '04, because the rain water would break down the oils on the filter and dirt/dust would accumulate more readily. Water would eventually force the oils (and moisture) into the throttle body and onto the MAF sensor. This should definitely help preserve my air filter and keep things clean for longer.
