I understand these are not CARB legal, but I'm curious about what CARB means anyway.

CARB stands for the California Air Resources Board. Basically, it states that parts that are not CARB exempt may violate emission control system anti-tampering laws, and may not be legal for highway use in certain states. Check here for details and a list of states that follow the CARB standard.
