I have a 01 Silverado with an under the rail bed liner. Without the bed liner, I could see how someone could install this cover in 15-20 minutes - it's pretty easy. With my bed liner in place, I had to cut "L" shaped notches in the liner so I could fit the cover clamps under the rail. It wasn't a huge deal, thanks Dremel, but did add a bunch of time to the install. Once the notches were cut, and rails installed properly, I laid the cover (it's heavy!) on the rails and it went on easy. I had to shift the cover a little once I had it unfolded so everything would line up. As for rain protection, the tubes work fine - they run the water through the built in holes in the liner. I wouldn't put anything super valuable in the back during inclement weather as it's not 100% water proof, but for everyday stuff, it seems to keep the elements away.
